On 12 October, the Commission has published the study “Strategic Foresight in the Western Balkans: Recovery on the Horizon.” The study outlines three scenarios on the possible futures of Research and Innovation (R&I) policies in the Western Balkans region in 2035.
On 12 October, at the EU-Ukraine Summit, the leaders of the European Union and its Member States, finalised the association of Ukraine to Horizon Europe, the EU research and innovation programme (2021-2027), and the Euratom Research and Training Programme (2021-2025).

On 9 October 2021, the European Commission (EC), represented by the Horizon Europe Chief Negotiator Signe Ratso, concluded the formal negotiations with Israel on its association to Horizon Europe. The process to formalise the agreement has been launched and the objective is to sign the agreement before the end of the year.
